He has extensive experience on innovative Affordable Housing and Community Development including managing and teaching large HUD low income housing programs nationally across the USA and internationally. Adding value to operations with his deep and innovative collaborative leadership background, David Hoicka has overseen financial and operational management of programs of all sizes, developing and managing innovative housing and community development programs for 1000s of families. David Hoicka improves lease-up & occupancy, and reduces vacancies, & unit turnover. This includes overseeing capital planning and allocation of resources based on community needs, maintenance experience data, and agency goals.
