David Hoicka is a Senior Executive for Affordable Housing Programs



           David Hoicka builds multicultural communities that work. He has extensive experience on Sustainable Affordable Housing and Community Development including managing and teaching large HUD housing programs nationally across the USA and internationally.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, developing and managing innovative housing and community development programs for 1000s of families.

           David Hoicka prepares for future growth of the affordable housing program. This includes overseeing capital planning and allocation of resources based on community needs, maintenance experience data, and agency goals.

           David Hoicka prepares Strategic Planning goals, objectives and initiatives, with input from stakeholders, Government Agencies, Development Partners, Public, and Media. In addition David Hoicka oversees policy implementation and grants management.

           He advises community groups and stakeholders on strategic planning, goal setting, compliance for community and affordable housing issues. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.

           He has worked on homeownership for social housing, as well as jobs, educational, medical, and other facilities. David Hoicka oversaw a diverse multinational and multicultural professional staff in development of a new town for mixed income residents.
