He has extensive experience on innovative Affordable Housing and Community Development including managing and teaching large HUD low income housing programs nationally across the USA and internationally. Adding value to operations with his deep and innovative collaborative leadership background, David Hoicka has overseen financial and operational management of programs of all sizes, revitalizing and/or managing affordable housing and community development programs for thousands of families. David Hoicka works to build positive agency image with enhanced Media relations. For example, this includes overseeing national design competition to create Green redeveloped units of Elderly Housing and mixed uses, about $10 million. David Hoicka reviews development and construction of multi-cultural affordable housing and new town development for mixed income residents. In addition David Hoicka oversees policy implementation and grants management. He specializes in negotiation and building collaborative partnerships.
