           David Hoicka supports multicultural communities that work. He has extensive experience on Affordable Housing and Community Development including managing and teaching large HUD government housing programs nationally across the USA and internationally.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, revitalizing and/or managing affordable housing and community development programs for thousands of families.

           David Hoicka works to build positive agency image with enhanced Media relations. This includes overseeing capital planning and allocation of resources based on community needs, maintenance experience data, and agency goals.

           David Hoicka prepares financing and capital budgets, energy efficiency, renewable energy, historical preservation, green space preservation. David Hoicka also has developed affordable housing policies for multi-cultural mixed-income communities.

           He specializes in negotiation and building collaborative partnerships. David Hoicka specializes in innovative uses of new technologies to improve efficiency and work process control.

           He has promoted economic development and employment issues, including location of jobs; commercial uses permitted, education and healthcare facilities David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
